Explorer Toolbar backgrounds skinning at random

Anyone know why? Sometimes they load up skinned but most of the time they load up flat style. This applies to all skins. I'm running the latest shareware version.

Well, yeah, I figured I may have answered my own question but I didn't think Stardock would program the shareware version to randomize skinning certain elements. :shrug:

Hmm...I'm on a computer without windowblinds at the moment, but there should be a setting in User Overrides, or Basic Settings that says "Make Toolbar Buttons Flat." Maybe that has something to do with it.
